Explorer and XP Shell not skinning

So I have been working on a theme based on Valve Software's Steam GUI for Counterstrike and Half Life 2. I thought I ahd it all up and running. According my my 5.0.1 B1112 of my free copy of SkinStudio my XP Shell and explorer should be skinned. However thats not the case. I've rebooted. I've turned windowblinds on and off, reloaded the skin. Nothing changed.

I dont know how to fix it. I think someother people would enjoy this skin but im not going to put something out that looks half assed.
